During daily monitoring activities, Sitecore Cloud Operations engineers found an issue with Microsoft Azure due to which some of the Managed Cloud customers across UK South region may be affected.

Customer identification: Sitecore Managed Cloud customers in the UK South Region
Impact: The problem reported by Microsoft affects the Sitecore Managed cloud customers leveraging Storage in the UK South Region, Between 06:00 UTC and 16:25 UTC on 04 July 2019.
They might have experienced service availability issues. In addition, resources with dependencies on Storage, may also have experienced downstream impact in the form of availability issues. These impacted services include App Services, Virtual Machines, Backup, KeyVault, App Insights, Logic Apps, and Azure Data Factory v2.

MITIGATED: As per the update from Microsoft Azure Engineers, they manually applied load balancing configuration changes to bring the affected storage scale unit back to a healthy state. As a consequence, resource utilization levels were brought back to normal , hence mitigating the issue.
