SQL Database - East US - Performance Degradation and Potential Timeout issues.

Starting at 11:30 UTC on 18 Sep 2020, some customers using SQL Database in East US who may experience issues accessing and using services. New connections to databases in this subscription in this region may result in an error or timeout. Existing connections may have substantial degradation in query performance. Microsoft is aware of this issue and are actively investigating. Recovery time may be extended. If you are using active geo-replication and got impacted you should consider failover to another region.

Update: Issue Resolved.

Summary of Impact: Between 11:30 UTC and 20:05 UTC on 18 Sep 2020, customers using SQL Database in East US may have experienced issues accessing and using services. New connections to databases in this region may have resulted in an error or timeout. Existing connections may have substantial degradation in query performance.

Preliminary root cause: Microsoft's Upstream upgrade deployment for a particular storage stamp introduced a new functionality which impacted instances of a backend file server which became unhealthy. As a result, SQL DB customers experienced timeout and error or service degradation in query performance.

Mitigation: Microsoft performed a change to the file server configuration on the storage stamp. After confirming mitigation on the storage stamp, they have restarted the affected node to further validate mitigation.

Next steps: Microsoft will continue to review pre-deployment testing scenarios and prevent future occurrences.
